Owners manual for the 1999 s/v70 serpentine or drive belt has the wrong diagram in it. It shows the -1998 one.
In my 2000 in NA, they deleted the incorrect diagram
FYI , serpentine belt replace interval is 60,000 miles

Sounds like you have covered most of the bases. Does your fan work quietly and strong? Reason I ask is that I had one fan which the motor was not fitted correctly and sat too far back which allowed it to hit the back of the casing and close to the flap. Unlikely but worth a check. Not all the fan shrouds are the same. Turbos have additional bypass vents in the shroud on the LHS below the upper coolant hose. I believe pre-98 may also be slightly different.
Motors however I believe are all the same.

Replace that mount hardware with cheap stainless from lowes to make future removals painless. Remember only the top two need removal,the bottoms are slotted
