Sounds like a nice project. The no rust part, is the best.

You could do a compression test, to give a better idea of engine condition before throwing parts at it.

Why are you needing to calibrate the speedo? With the correct tires.... I think that's the issue. The tires aren't the OEM size for the car, but he's wanting to use them up without having to remember his speedometer is a bit off. I've been in this same situation with my Cadillac.
