An E36 BMW tool, interesting. Someone here on MVS recently 3D printed a tool to fit the bushing, I'll have to find that. They posted the 3D files so you can make your own.

Simple answer is yes it is a common issue along with several other plastic parts like the corners of the glove box. I just did a similar repair using bits and bobs I had kicking around. The dashboard kickpanel of my 1998 Volvo V70 I has a broken tab where it should be held in place by a screw under the steering wheel. While the previous owner "fixed" that by screwing a drywall screw into the side of the kickpanel, I preferred a more lasting repair... PXL_20240325_2157221...
