I'm wondering if this could be an import possibly from a dusty climate country as I can't find that filter listed.

Unless someone has different info to this, I'd just delete it. It is either that or ask Volvo for help. Can you see a part number on it anywhere?

From the David post above: "The last squirts of fuel from the fuel injectors and blow by gasses from the PCV system can migrate out the air intake system and into the environment."

This is how the back of throttle plates get so gunked-up.
