Any "sanding" or "grinding" is taking material off the wheel hub face. You're messing with the plane of the wheel. I'd say brass, which is softer than the aluminum wheel.

After a few days of driving, the issue has not returned. Looks like it was the ignition switch. I now have a new one on hand to replace the one I got cheap at the pick-a-part.

I replaced the ECT sensor, thermostat, the distributor cap, and hit the rotor w/aScotchbrite pad. The car fired right up and warmed up as the rpm's setteled in at 900. Is there a Robert DIY for replacing these? Under no circumstances should you follow the video on the ipd website. They should have taken it down years ago. Your dash pad will end up a jigsaw puzzle. This is a 3$ item at a salvage yard there are zillions of them. If you can hang on a bit I can locate a few easily. I have 3 or so of my own. Save the 40 $ difference just get a new gasket, OEM Volvo or maybe the HD one from IPD. Yes, I wouldn't go aftermarket on this item myself.
