That’s only on the higher end models. It is only to be used once your fuel light comes on. It transfers an imaginary 5 gallons from your auxiliary fuel tank to your primary.
It just unlocks the fuel door.

Good shopping list, but don’t forget a downpipe. You’ll notice more oomph per dollar with a downpipe vs only exhaust. Obviously the two paired together make for a nice increase.
