Looks like pulling the siren fuse #38 sorted the #32 CEM draw. Hopefully I'm good to go now, just gotta change the steering rack and the shocks all around. Thanks again!

OK, I should report on the findings and hopefully the conclusion to this saga. As I mentioned above, with your help, I cleaned some fuses and put them back in snug. I pushed all the fuses in snug. The DIM was plugged in and unplugged several times - all the same way, with a solid CLICK from the catc...

Update. I purchased a new Pierburg turbo solenoid part number 7.22240.13.0 on Ebay for about $35. Using the multimeter on the terminals, it read 23 Ohms. This is 10 times the value of the solenoid on the car that is in question. I have the new one installed and erased the code P0246 with my scan too...
