Compression ratio is the static ratio of chamber with piston down and piston up. When a turbo boosts, it pushes extra air into the cylinder and the effective pressure in the cylinder is higher? How much? I’m not sure.
I run either 91 or 94 in my turbo cars and 91 in my NA cars

I wonder if the issue is with the column lock? That's where the other end of that cable to the shifter goes. You could inspect it pretty easily by removing the steering column plastic cover and see if its installed properly. I'd remove the cable and maybe spray some dry lithium grease in there.

Remember premium differs by US state. Here in Colorado it’s 91 octane. In lower elevations it’s 93 octane. So, another variable.

This obscure thing is a 1927 Lancia Lambda Series VIII, says the caption. I believe it was the first unit body car, with no big ladder frame, so they could sit lower.

Try manually locking and locking the driver's door lock with the key (don't use the fob). Then try and start it. Something has tripped your car's security system and it has immobilized the car.
