The problem is the keys are coded to the car. Abscate said in one of the earlier posts he is having problems with the OBDII talking to the system that operates the keys so programming is an issue.

The blue could be bits of sealant if it was used anywhere like the water pump gasket, or it could be just general gunk. A new expansion tank would be a good idea, the plastic gets pretty weak over time.
