According to VIDA, the pressure should be 300 kPA (~45psig). For residual pressure it should not drop below 200 kPa (~30psig) in less than 20 minutes. Technically, you are out of spec by ~2psig. So if you have only 38 psi with a new pump you must have pressure leaking somewhere like you say.
Or being returned to the tank at 38 psi over intake manifold pressure by a defective fuel pressure regulator.
The fuel pressure regulator works by bleeding excess back to the tank.

Just keep the battery and pulsing away from fuel and vapors...long wires would be a MUST...and well ventilated area.

2AWG cables are needed for positive battery terminal to starter and from starter to alternator b+. Also...2AWG(it's 25mm2 EU standard) from negative battery terminal to transmission housing. Voltage drop test must be performed after driving the car for about 30min and without turning the engine off ...

If you can't drive it for 30min....let it idle for 30min and then perform voltage drop test.
