fan should not come on after a few minutes, it takes quite a while to reach 220F. you can stop the whine but something still ain't right. a faulty ect sensor can do this. read the coolant temp with your code reader, if weather is 40F but the ect shows 100F when cold ?, that will run and wear out the...

Additionally, a hose connected to a hard coolant pipe on the oil pan (#16 in the diagram here), PN 30774513 (or LR005564), is very squishy and thin and has clearly started to leak a little based on the residue on the connected hard pipe. I would also inspect the steering rack, tie rod/rod ends, and suspension very closely.

Have you contacted the offending driver’s insurance company? Just because your car carries a salvage title doesn’t mean they won’t give you some sort of settlement. A $1000 check would go a long way toward fixing it.
