I believe to program a remote or keys you need both VIDA DICE and a purchased subscription to access the Bolvo server to enable pins and keys. It about $1000 for three days access.
In short, keys fobs from 1999 on are dealer items

The 2004 models had a problem with the rubber gasket that leaked water into the CEM , I’ll try find the TSB document and link/ post here.

Oil will go dark pretty quickly , don’t worry about that. The oil filter will catch the particles that matter, the fine stuff that looks black is too small to matter. If the owner went long on oil intervals you will be rinsing sludge out for a few oil Changes.

I’m not sure where VIDA is reading but you might check wiring and primary circuit cables for corrosion,
Remember the battery makes it’s presence known down at the starter so , after disconnecting the negative, remove and clean those terminals until they are shiny and bright and clean

That’s really bad fuel economy , you should be getting at least 16 l/100km, but I wouldn’t change the throttle yet

Read the tops and look at the date code
Format is YYWW where the first two digits are year of manufacture and the WW is the week, 01-52
Your highway mileage is excellent , that vacuum leak could be causing the loss of efficiency
