Pull that out, warm it up with a hair dryer , and straighten it out. That’s probably bent by improper installation of the lid.

The timing tension isn’t critical onthe mechanical tensioner. Put the gauge in the middle of the range on a cold engine and tighten. Read the procedure carefully, you tension it past the set point, then return to the set point. It’s aldo important to do the full two revs of the belt before tensioning

Both the turbo and radiator cooler failure scenarios are rare. I think a compression test is immediately in order, as a bad result there is definitive. A good result there is not as definitive, but then the gas test guides you.
