Now that I've slept, I realize what I wrote doesn't follow what you're describing. The RWD rim should already be out too far on the FWD car. Have you test fitted the new rims yet?

FWD wheels have the mounting face more towards the outside of the wheel than RWD, so RWD on a FWD volvo will stick out more For reference, this is my V70 on ET30 6.5" wide 16" steelies with 205 55 tires. Just fits without rubbing on anything, but it's close. https://i.servimg.com/u/f57/16/...

ET25 should stick out 5mm more than my ET30 yep. Might work depending on the width of the wheel, shape of the tire itself, height of the car, hard to tell... If I remeber correctly this is how the PS pump failure felt on my 72 Lincoln Continental.
Replacing the PS pump is not alot of work - if it is the pump.
I wouldn't drive a power steering car w/o ppwer steering. But it might work.

Something has to slip under the hooks built in to the plastic, but it must come in at a tricky angle. Take time reviewing those posts...

They are just orings which seal around the metal snout in the filter. The fuel pressure can’t push the line off as it is rigid, and there are steel springs which press on the snout to hold it in place The snout forces in a ring which opens up the springs and allows you to pull the line off the filter.

So having just dealt with this, it's apparently some kind of pressure fitting. There is a red plastic part under the rubber end that I think needs to press in to disengage the clamp. Mine did not, so I had to replace that section of line.
