Be careful with that short wire. When the solenoid pulls in it carries u fused high current 12V. It can’t touch metal anywhere.

If it’s broken off the terminals it is hard to fix. A $60 starter is a piece of junk I’m afraid, unless it was a Volvo one from a junkyard.

Remove and charge the battery on a good, slow (2 amp) charger for as long as it needs to register a full charge. Might take 4 hours, might take 24 hours.
