If you provide the exact model S60 you have, engine mainly, one could look up the part number for replacement lifters. Some Volvo engines have hydraulic lifters and some don't. Sounds like a flat battery or poor elec connection, bad ground somewhere.
Break out the meter and read the battery v, then read the big red cable at the solenoid.

Round of applause to Misha for suggesting correct answer. Just for my education: i thought that immobilizer problem usually should be accompanied with a immobilizer(key) light on the dash. So older Volvo's dont have that light i guess and show the issue with flashing hazard lights?
