Don't believe this will do it. There is a more expensive one that FCP Euro sells that may do it. There used to be several
Chinese products that claimed to do this also.

Sounds to me like a bad thermostat for issue #1. A quick temporary fix could be to use a piece of cardboard and cover up half of your radiator until you can change the thermostat. Not sure about issue 2 though.

Yep #1 is thermostat staying open too much. #2 sounds like engine running rich, and when it's cold the engine is supposed to run rich until it warms up (what a choke accomplished back in the day). Might be that with engine not warming up, the ecu keeps the engine on rich, or it's taking longer to ge...

You're probably right about the failure point. It's a 20+ year old unit, after all. 
New ones can be had on ebay for about 40 USD, but a salvage yard with some nice sedans might be a good option as well.

If there is any water/ coolant in the oil it will also show up on the underside of the oil cap as a off white crud. Your mechanic could do a combustion gas test to the cooling system to properly rule out a head gasket leak. Because if it has a slight problem now it may avoid a all out failure potent...

Taking an extra hours drive each week just to boil the oil off doesn't make sense compared to just shortening the OCI a bit. Factor in wear on tyres, fuel etc and it just doesn't make sense. Shorter oil change interval will not prevent oil condensation and milky dipstick from frequent short trips in cold weather....the fact is that it can appear in a few days after oil change....and vanish the same day after longer driving. Yup... driving a whole heap of tiny trips with horrendous fuel economy, a cold engine and water in your oil and then changing that oil more often makes a whole lot more sense. [/sarcasm]
