I can't comment on any of the two brands, bit since this is not a safery relevant nor really hard to replace part going cheap might work. but then, why do it twice if you can get a known quality part for a few bucks more only ... So I'd personally go with Stabilus

Won't hurt to clean it up and check again but your evidence is pretty compelling - it's definitely the turbo oil return drain line seal. Sounds like if you get it into boost just a couple times and take it home to check, you will probably see the leak already. There is also a paper seal on the top,...

I think that bolt on top is the one that fastens the lower timing belt splash plate under the crank pulley. If it is, keep it in honor, that bolt is NLA

Just an uneducated guess, but I think you should be good with a few slow compressions. The amount of movement over time will definitely equal more than 3 full compressions.
