Low power and limited run time to adapt can make these cars do weird things. Definitely get that battery charged up.

Bruno, try it with key position 2, don’t start it, just see of the ETM does it’s initialization routine

Here's my ETM startup check video. It's an original Magneti Marelli ETM in a 2000 V70 NA. The whine is high pitched, more audible to the ear than on this video.

Might have some Queens time on Thursday this week. Have to pick up Caitlin inFort Greene after work Thursday pm, so could swing out earlier to beat traffic. I have a spare known to be good ETM , I think I can find it…

Brunocerous's car he is working on is his 'Silver Bullet' which is a 2000 model. It has an ETM throttle body, so fly-by-wire, no throttle mechanical cable.
However, that is another good idea, there could be a throttle peddle position sensor issue.

No it does not close entirely or your car would be totally starved of air it needs to run. All of my throttle bodies I have spare look like yours and sit slightly open. The position is adjusted for temperature based on external air temp.
