Tensioner hand is wobbling the almost the width of the window it is supposed to be inside. The center of the hand is going roughly from one side of the window to just shy of the other. Whatever is causing the light misfire you mentioned is likely the culprit because varying inertia in the system will load the belt and make the tensioner wiggle with every miss.
