Could be the position of the blower motor moving due to a bad bearing...

Your blower motor bushings are dirty. Removing and replacing the motor is easy. Remove the glove box and the kick panel on the passenger side. Check out other threads on this site. It is the bearing failing as wcm says. Time for a new fan motor. Removing it and spraying the bearings with oil may help short term until you get a new fan motor.

Did you check the coil on the relay? The relay won't switch if the coil is open.

IMHO, the SAS is more trouble than it is worth. Its contribution to the environment is just as questionable. Look up SAS delete. As long as you leave everything installed, I'm sure the emissions tech won't notice. All they do is check for codes, maybe give a quick visual check. Diesel Gate taught us...

Ok then, I just ordered diodes on Amazon. This car has many systems not checking in on the readiness inspection prior to the smog inspection. The emissions self-checks are finicky.
