W-Reg V40 bumper problem

While on holiday, some so-and-so reversed into our front bumper and drove off without leaving insurance details. We now have a crease in the front of the bonnet, a smashed headlight wiper and the bumper cover sticking out at one side under the headlight. It seems like there is something broken behind it, stopping it pushing back all the way the same as the other side. How easy is it to remove this cover and refit it? I have been quoted an astronimical price at a local garage. Thanks.
