Ok yeah so I belive thats the tensioner? still can't get it to thread back in, any advice?

Hello, I recently noteced a bolt on 1998 v70 xc was pretty much falling out, as you can see in the photo its to the lower left of the water pump, I tride to thread it back in but it would not go, wonding if its part of the tensioner and and thats why it wont go in? anyway scard to dive the at this p...
