29k km is a long time without an oil change, you're right. The PCV system might need to be replaced, and yes belt for sure. Can you have it evaluated by a garage before you buy it?

The engine is very similar to the 2.4 in your S60, except with a turbo. Fuel economy will be not quite as good but not a large difference. The second generation S80 is well regarded, a decent Volvo.
