I have one guess based on problems I have had with a 98 V70XC
It could be the transaxle on the front left wheel. This is particularly suspect as it sounds worse in a slow turn.

OK found the problem, The rocker switch for the door locks on the passenger frount door does not return to center. It was toggled with the edge toward the outside of the car pushed down. Once it returned to center the fuel door worked fine.

1998 V70XC fuel door not opening
I am posting this prior to any real investigation.
The switch on the driver's door no longer causes the fuel door to open. There has been no indications of problems, mechanical or otherwise. My first guess is a blown fuse.
