No luck locking and unlocking (using key in door) 3 times. Can the dealer re-program the key or does it probably need to be replaced?

The master key for my 2001 v70xc works in the door, glove compartment but not in the ignition (doesn't turn at all). The valet key works in the door AND ignition (turns without hesitation). Since I had a similar problem (motor did not turn at all), I pulled the motor out and connected it directly to the battery... no response from it. Since the motor only has two contacts, I'm assuming I've connected it correctly and the motor is indeed dead. I just wanted to make sure others agreed be...
