I would imagine removing the bumper cover would allow you to 'pop' it back into shape. Maybe a little heat from a heat gun or hair dryer would make it a little more flexable.

I'm new to the forum and saw no replies to your query. Did you finally get some help? If not, this youtube vid shows the back of the headlight assembly opened up at around 60 seconds. The low beam is the large circular ring sort of in the middle:

On another forum I visit, a guy said it's easiest if you have the car on a lift and remove the whole arm. I imagine the bushing can be muscled off w/o taking the whole arm off. Most people have replaced the complete arm instead of just the bushing as quality aftermarket arms complete with both front...
