I removed the IACV and soaked it overnight in mineral spirts, gave it another good clean mineral spirt rinse, dried it out with a blow dryer and reinstalled it. It fired up and idled much better with little to no tach wob...

After putting in new MAF, boot and fuel pump relay, I pulled the IACV and inspected it and just as you suspected the mechanism inside was frozen. The cleaner freed it up and restored it to the springy state...
