UPDATE:
I replaced the Cruise Control relay with one I salvaged a few years ago. So FAR it seems to be working correctly now. Still more tests in the works but no surging so far.

Is there a preferred position to leave the flaps, perhaps both mid and floor distribution, thst would prevent the foam from sticking and causing this problem ?

Thank you for the writeup. Photos would have been a bonus, but below freezing are not the conditions to grab a phone with frozen fingers while trying to restore heating.

Vacuum lines, oxygen sensor wiring...
It may be rear O2 sensor, but if you're going to delay the Parts Canon as long as possible, check that stuff first.

were these generic O2 Sensors or ones specific for the 850 Turbo?
I only put in the upstream one. It is a Bosch and the numbers matched up for my Volvo. That said it had been sitting around for a couple three years . I bought it at a good price at the time.
