Have you tried the engine temperature sensor? I once had an Alfa Romeo that did the same thing. The temp sensor was reading OK when the engine was running but when i turned it off it was reading minus 40 celsius indicating the problem.
It was faulty even reading the engine temp OK.

I may have found the cause of the whining. My engine number is 127xxxx and i searched online for the timing belt parts and found that there are 2 different tensioner rollers, tensioner and idler pulley for different engine numbers. OK... So we took out the serpentine belt and turned the engine. Noise still there. So its not the serp belt and related pulleys. Checked every single part from the timing belt system. Everything ok and the parts are new indeed. The machanic said that the belt is in fact a bit tight but thats because...

I took the timing cover off and the whining now gets a little more worse when the engine warms up. At 1500 2000 rpm i hear a crackling with the whine and i attempted to twist the belt and it doesnt go to 90 degrees from the exhaust cam to water pump. Too tight? I have taken the timing cover off and saw the belt with the engine running. It seems fine. No missalignment and the cam sprockets are ok.
I might add that a cam seal was also done because it was leaking a bit of oil.
