That's got me much closer! Thanks. I've found a lot of information on what to do if that bottom bushing gets loose and makes noise.. but in most of the photos I've found there is no boot. Does anyone with an xc70 of that era have a boot on that thing? or should I just consider changing the brake ped...

When driving my 2001 XC70 if I have my foot on the brake pedal while I turn the steering wheel there is a part of the steering column/assembly that turns against the front of my shoe. I presume there's supposed to be a boot or some kind of cover over this part, but I can't find the right words to us...
