Yes, Ignition is on. Yes, the fan control module (heater fan power module) #9144354 is what I purchased, because my initial research showed that if the fan went bad it often took the fan controller with it, usually the MOSFET inside. I checked it and it was OK, but tried the replacement part anyway....

Yes, probably. I haven't traced the circuit components back to the wiring harness yet. The voltage regulator is inside the dash module. Yes, I have ECC. Variable fan speed, an Auto setting and temperature for each side with numbers. Electronic fan controller with a MOSFET, not a resistor pack. The replacement controller is the same part number as the one I took out: 9144354. The ad said the replacement was for 93-95 Volvo 850. This ...

I get codes for every port except B1. Early on I got the flashing on the dash board LEDs when the motor first locked up, but those stopped. The Self Diagnostics is NOT working. When I connect to port B1 I get a solid LED and nothing else. All the other ports work and flash diagnostic codes.

jreed, yes, no readout before or after the swap - same steady on LED. No apparent connector/wiring damage. No voltage on the fan pins.
