Thanks for the Advice! The problem does occur when I start the car, I'm guess by what you have said that this means it is likely a problem with an electrical connection. RSPI, I do get ABS/TRACS lights that flash on when i start the car and sometimes come on while driving. Could this cause both thes...

Oddly, after plugging in an ODB II connector, the problem went away and hasn't been back since. I didn't even have to plug the cable into my laptop. Seems weird but I'm not complaining!

I had the flashing arrow but otherwise no other symptoms of a faulty PNP. Decided to take it out and clean it for the heck of it. I cleaned it up, filed the contacts and greased it. After i re-installed it, im back where i started. Everything works fine, including being able to start in neutral but...
