I re-administered the voltage test, using the negative jumper cable wire and connecting that to my voltammeter and negative post of my battery (pictured below). The negative on my meter won't reach the battery. I'm trying to locate ground straps in my engine compartment.

For the ground, I used a screw that holds the metal step to the door frame. Its pictured above.

TEST RESULTS* 1. With scope in DC Volts mode, on pin 2 you should read 0.00 volts (relative to chassis/ground) you should read 0 on Pin 2 as it is supposed to be grounded at 31/1 via 43/401. * one more note* With the connector removed from the speed CTRL and the jump removed from the connector, I believe the air conditioner is still on, only not blowing. Thanks for the information and diagram. Here's where I'm at, with my limited understanding and ability to apply the information you've provided.
