we changed steering wheel lock mechanism per volvo, cable from shifter to steering wheel, and ignition switch module per volvo, yet still don't show position 2, it's like position 1 is not engaging where 2 should be is showing 1

actually mechanic says position 2 is registering a position 1

2005 Volvo S80 won't go into second position to read obd2 or vida any ideas
