It seems that when the weather turn cold the mileage had dropped to 13 mpg/city. I ran some treatment through the fuel and it's up to around 15. All the warning lights seem to be working though none are on. If the O2 was bad the light would be on, right? Tire pressure is right on.
Before I blindly take it to the dealer any thoughts?

the first thing i would try is new plugs. Use bosch fr7dp. gap at 30. And try a new air filter. both make a world of difference in my 98 v70 t5 but then again i get around 24 mpg minimum

quite normal.
if operating temp is not reached. mpg suffers.
if o2 sensor bad, black smoke comes out.
change ECT sensor and thermostat.
and or
invest in engine block heaters if u wanna reach op temp fast to reduce fuel consumption

I've only had the car since this past summer but I've never got 24 around town. Getting new plugs today, aligment but what else?

Some other thoughts on your gas mileage. Using synthetic oil could help. It flows better when it's cold and will definitely reduce engine wear on start up. You may also go to your local parts store (checker) and use their ob II code scanner for free and see if you have any fault codes. That would tell you if you are having problems with the management system. I would also consider replacing the cap and rotor and put on some high quality plug wires. At that point, if you still have poor mileage, I think you are off to the dealer and I would be asking myself if I need 4 wheel drive more than I need a turbo and the mileage that goes with it.
