2006 Volvo XC90 won't go into park

I recently had my XC90 refuse to go into park. I have been getting nowhere with this, can't find anything about it online.

I had a mechanic tell me that the shifter assembly probabaly needed to be replaced. I've ruled that out by removing the assembly and moving the shifter cable by hand. I've also moved the arm that the other end of the cable is attached to and even when it is in what appears to be the park position, the pawl does not engage and the car can be moved. The shift position indicator light on the console shows that it is in reverse.

Could this just be a shifter position switch adjustment?

Thanks. I believe I've already determined that the issue is not an adjustment. I have disconnected the cable from the shifter assembly and the lever is in the full forward position, but the car will still roll. I can count the position detent positions but the parking pawl is not engaging.
I'm not sure if something is broken internally or not. If I put it all back together, it will drive normally. I just can't get it into park.

cool, then at least the cable moves in some sort of alignment with gear selection.

Now's where I start making a guess but I wonder if the shift interlock works both ways (out of park, into park). If it's an interlock issue, can maybe start with the solenoid. Put your hand over the top front of the shifter cover with ignition switch in POS II (engine does not need to be running) and press the brake pedal. Do you feel the solenoid moving? Might be subtle but you'll feel it if you do it a few times. If this works, then it's probably best to open everything up and see where the travel is restricted in the shifter assembly itself. If it does not move, you have a good place to start investigating (stuck solenoid, brake pedal adjustment, etc.).

You can take the key out of the ignition? I'm guessing no since the car won't go to Park. Possible that the mechanical interlock (ignition key cylinder to shifter) has an issue but let's try the simple stuff first.

Did you detach the cable from the lever on transmission and move the lever to see if you can get it into P?
That it isn't in P and you say the indication in DIM says R tells me it isn't physcially getting into P position.
Once cable is off the lever but shifter inside is in P, push and pull on the cable to see if there is some give there.

What engine do you have in the 2006 XC90? From that I can try to pull up what transmission you have.

Yes the shifter will not go into park with the cable disconnected from the assembly. I tried shifting it into park at the arm at the other end of the cable, but it won't go past the Reverse position. Although it is not running at the moment due to having the shifter taken apart, when it is as far forward as it will go, the reverse lights at the back of the car are on. It seems to me that there is some mechanical issue that is blocking the arm from going all the way to where it should be.

I didn't detach it from the transmission end, but I did move the lever when the other end was disconnected from the shifter assembly.

after you did that it indicated R when you moved it as far as you could?
