1991 740 SE Wagon running & brake lights

Well, I've had this care for over ten years now, and nothing should surprise me anymore. My brake and tail lights are not working. I've checked all the usual suspects. I replaced the bulb failure relay about a year or so ago. Could it be that I need to replace it again? I hate spending the money on a part that I may or may not need, but I can't get this part locally.
