Fuel Gauge reads Empty 2003 S40 2.0

Hello! I just bought 2.0 S40. I have an issue with the fuel gauge. It reads below empty with the engine off and then empty with the engine on. Even with full tank.

From what i know, the sending unit is ground operated and if the tank is empty resistance is 0 and if full resistance is in upper limit (usually 0-90 ohms).

So disconnecting the sender unit would create infinite resistance and make the gauge read full. I removed the conector from the pump/sending unit but the reading remains empty.
