Cleaned up splines, reassembled. Between shaft bolt housing and seated upper shaft their is barely one inch of play with wheel totally telescoped up. After bolt in place, splines clean and greased the wheel still refuses to telescope down. Apparently the damaged plastic and shaft is slightly bent is enough to not move. Dont understand shaft is totally into wheel housing. Shaft moves by hand in out but when bolted it wont budge.

so its misaligned but can't be adjusted , the shaft is bent. Is it worth pulling it all apart and trying to straighten, to me, not in NY winter.
I would put the steering wheel where I want it, connect the shaft with the single bolt, if it doesn't bind, call it a win and button it up.
