Difficulty starting,I have fitted new glow plugs,could the pump timing be slightly off?

If you have glow plugs, it must be a diesel. Not much US support help on diesels, but someone from Europe may answer your question.
Do you know if the new glow plugs are heating? Perhaps a wiring problem? Can you check current draw?
