960 1997 Barely failed HC(PPM) emmissions

I wanted to see if there is anything I could do that wasn't costly to make my car pass emissions it passed everything except HC(PPM)
15 mph (max) 49 (meas) 49
25 mph (max) 33 (meas) 45
I made the mistake of not changing the oil or driving it for a little bit prior could that fix it to just pass?
I also had the cat changed a year ago.
I just had the oil changed and had fuel injection maintance.

Welcome to Matthew's Volvo Site.

I always recommend, prior to an emission test, to get out on the highway and drive hard through the gears for 25 miles. Occasionally slowing down and then pushing it hard again. Watch your rear view mirror for two things: soot coming out of the exhaust pipe and traffic police.
