Silly question, but are all the error codes that are being mentioned during these posts only available from dealer service centers. Required a rather substantial and costly system correct?

A lot of the codes on post-1996 cars can only be read by an OBD11 scanner. It is not necessarily only the dealer where you can have this done. Outlets like Autozone and Pepboys in the US will read your codes free of charge. Most independent shops now have code readers as they are needed for all cars built 1996 onwards. Some codes can only be read by the dealer.
Earlier Volvos did have an OBD1 diagnostic unit fitted which allowed the owner to read the codes from a unit in the engine compartment. This started in 1989 for non-turbo engines and in 1990 for turbo engines. International legislation did away with this very handy tool with the introduction of OBD11.
