Where to buy this part?

I attempted to replace my fuel pump this weekend (thanks for the diagnosis help Bill).

In the process of taking the hoses off, I accidentally broke off both the tubes coming out from the top of the tank.

Where is the best place to get this metal cap-'fuel pump holder' thing?

If the two pipes you mean are those circled in red below they are part of the in-tank pump/sender unit. If you are replacing the complete unit it will have the pipes on it. If you are only replacing the pump then you will need to find a shop which can braze two new pipes on. This is a perfectly good repair if the rest of the top is in good condition.
