940 1993 Cruise control will not turn on

Can a faulty cruise control system be diagnosed via the underhood
diagnostic computer? If so, how does one interpret the code meanings?

Also, which CC component is most likely to fail? e.g. 1) control handle
on steering column 2) brake switch 3) vacuum pump 4) servo or
5) control unit

Fuse No. 12 which provides power seems to be OK and the servo diaphram operates when an external vacuum is applied.

Any info on this problem will be greatly appreciated.

The 740 and 940 are the same on this one. The cruise control unit is under the left side of the dash behind the driver's kick panel.
