Hi I am in Ireland and have a 2002 S60 2.0T SE.
I have to replace the driver side halogen headlamp and am getting quotes of $700 for a new one fitted, I found a set of Xenon Lamps for over $200 at a breakers yard so is there much hassle changing up to Xenon rather than a straight swap out for a halogen lamp.

$700 for a replacement is a ripoff, even OE. Check out LSCO, they're based out of Japan, email andrew for info (sales(AT)lsco.com.tw), prices are pretty good. About $200 for new aftermarket headlamps, shipped.
Switching over to a xenon isn't direct plug and play for that year, there will be some cutting involved, new electrical in order to avoid a "bulb out" warning message annoying you all the time. Unless you're pretty proficient I would avoid it.
UNLESS you want to get a xenon headlamp, then get the xenon bulb kit. check it out at sharphid.com, they have all the info you need on how to do this ont he S60s
