There are a number of things that could cause your problem. Since you have a '95 you can read engine codes from the OBD-I (A/B) boxes under the hood. Pull the codes from ports A-2 and A-6 and post them back.
Here is how to read the codes.

That writeup is specific to port A-2 but the same thing applies to port A-6, just plug the flywire into port number 6 to get the A-6 readings. Depending on your ECU system port A-6 may or may not give you any readings at all.

2-3-1 and 2-3-2 are fuel trim limit codes. 1-2-1 is a MAF signal code.
Most of the time the 2-3-1 and 2-3-2 is due to a vacuum leak. The usual suspect is the vacuum line on the front end (belt side) of the intake manifold. It is a real bear to get to to fix. A bad or dirty MAF can also cause all of the codes that you describe and the behavior of the car that you describe. MAF cleaner is real cheap at the auto parts store, clean the MAF by just spraying it and then letting the cleaner dry. Don't try to scrub it and don't even touch it. It is very fragile and if it is damaged it is very expensive to replace.
Just cleaning the MAF may fix your problem but my guess is that you have a vacuum leak as well. Cleaning the MAF properly can never hurt anything.
Since you have a Turbo no codes in A-6 is normal.
