I'd put new plugs in (gap them correctly - turbos are .028" -- I don't know what yours is so check your owners manual) and run some fuel treatment thru her and see what happens. Check air filter. Stage 0 -ish basics.

1. I do a significant amount of stop-and-go traffic, and my commute is usually 15 minutes (6 minutes of hilly stop-and-go, 3 minutes of 65MPH highway, and 6 minutes of nearly-parked traffic). I get high MPG's when cruising on the highway for long trips...well, higher. 25s.

2. I will replace with stock Volvo plugs for my N/A and check their gap--and report back if there is any improvement.

3. The timing belt was replaced around 68k by the past owner.

4. Air filter seems fine.

5. Do I really want to be adjusting my cam timing? Any suggestion specifically?

No. If the marks line up leave the timing alone.

lee.... i agree, leave them alone. the computer will adjust that after some driving. These cars aren't "old school" in that when you adjust something it will remain the same. The computers are there for a reason.Lay off the throttle from the light, lol that will help you out.

I was getting butt mileage with my 96 wagon on bad O2 sensors. Unless it's a turbo, you should be getting more like 19-20 with combined city/highway, which is what your commute sounds like to me.

Check the codes even if the CEL isn't on. Come to think of it, the CEL does light up when you first turn the key, right? Bulb isn't burned out?
