V40 2001 Turbo underboost

Has no power, a parts store check read a code as turbo underboost...Volvo dealer come up with thermostat and temperature sensor. Car acts as if it has no turbo, powerless performance. Runs well and gets good gas milage...just a lack of power. Suggestions?

Either a vacuum leak or bad turbo control valve, or stuck wastegate are what come to my mind. I'd start by checking the lines at the turbo for cracking and that the wastegate arm is actually still connected to the turbo.
