OK, this falls in the "stupid-self" category.

I pulled out the top of the windshield washer refill tube so I could more easily replace the broken blue cap. it was a bit snug, and when I gave a tug, it must have hung on a small rubber tube which popped free and for the life of me I can't figure out what it was attached to. It's about 1/3 inch in diameter and leads to the nether regions below the washer fluid reservoir. Is it some sort of drain?

There is an overfill drain on the fill neck that is connected to a tube that lets it drain to the floor. Fluid can pass through it when it gets within an inch of the top of the resivour.
